Does md2 support skeletal meshes?
No, nor did the MD3 format used in Quake 3. As far as I know, skeletal animation was introduced as recently as id Tech 4 and the MD5 model format.

If by hardcoded vertices, you mean glBegin ... glEnd (OpenGL), or Draw(Indexed)PrimitiveUP (Direct3D), these methods are inferior because they result in the vertices being transferred from system memo …
