I've edited my answer to better show what I mean.. WinForms isn't an extra program, it's a programming Framework for GUIs. Using WinForms would still allow you to ship a simple .exe file (plus some DLLs probably from WinForms).

@Felsir Yes, you're absolutely right.. I was a little confused at first, but now I got everything working correct. I also switched to 3D and just draw all the textured quads at a fixed position, like you mentioned in your comment below. I just accepted it as answer, thank you for your advise!

No, rotate the position around a point.. My first guess is to use a translation Matrix with CreateRotationX or something like that.. But I guess Billboarding is the easier way anyway?
