If you really want people to use the item and it's super-rare, consider making it come in a three-pack: one to waste on a test, one to use, and one to hoard. Or a two-pack, if people can reload easily to get back one used to test.

If you want to make sure they don't all get used at the same time, you can then give it a cooldown.
