Few questions: Are vboID and buf class member variables? Not static? And are there different data loaded in buf for map and for ocean?

How did you get index 13? It's modulated by TotalCells, which is 4 (so it has to be 0,1,2 or 3). And I think that "+colNumber" is there just in case you want to start from some other column than 0. It's just starting offset.

But you should be aware that for example your model will be also drawn without depth buffer. So triangles further from you may override those which are closer. It depends on draw-order. You may get something like this: tomdalling.com/wp-content/uploads/depth-buffer-disabled.png

Maybe I'm missing something, but what part of code is redundant? And if you want to do the same thing for all components, you can just create singleton class ;)
