Any will do that. :) Cinema is very very easy and does nice renders without much knowledge needed. With Max is bit harder but you might have more flexibility. Blender's learning curve might be different as is basicly a different GUI to all the rest. Doing a flag is attaching a strecthed prism with a plane attached as well, textured with a 2 sided material. Very easy. making it wave with the wind is quite harder ;). But pretty doable, also in Blender.

Game engines often do this by providing a custom plugin. I am not surprised, remember my mates coders having to implement stuff even for just environmental maps in other engines... I am not aware if is there a native max format loader for XNA, o r a hot link with the engine, something...

even if it's so long that have to make appear, a loading bar, at the end.(like if the actual preload would start there from zero. Psicologically their "wait" starts there.) If it's a medieval game (or sci-fi, etc), all these using good artwork going with the theme. No raw arial font and plain color slider, etc, that I have seen in some games.

We studied that initially. The problem is, if what you expect for simple games is, let's say, a total of 1k, as much 2k $, the only sensible way for us was to do it polished but not do too many extras. If you mean a mini game for a high quality game, big download, yep,that could work. Or even if it's story based, instead of a game, as text is no weight(or can have graphical nice text saving quite memory), give a fade-in/outs nice font text screens in the ambience of the game, to get them already into the atmosphere and story. Instead of showing a tedious % preloading bar.

That's a good thing to comment. I see most questions here are programming related. But game developing is also making the assets, I guess... I am a game graphic artist and sometimes am not very sure on if should I answer questions related to game graphics or not.
