There aren't many options. You either maintain aspect ratio and have black bars, or you maintain aspect ratio and clip, or you stretch and limit resolutions to those fitting your chosen aspect ratio. Unfortunately with 2D things are a bit more limited.

Then use the FillViewport and deal with the fact that parts of your world will be cut off. Or use a StretchViewport and only allow the player to choose specific resolutions that match your aspect ratio...

https://fontlibrary.org has a lot of open source fonts. You might be able to use some of those, depending on licensing and the opinions of lawyers. :P

@MAnd Agreed on all points. I've used this method to spawn entities at a pretty high scale, and it works well if care is taken. :)

I would recommend posting your code on github or bitbucket (or a similar service). With either of those, we can browse your source without having to download anything (and risk our machines). Better yet, include the relevant bits of code in your question so there is no need for an external service. :)

Be careful in your implementation of this algorithm. If implemented poorly, it won't scale well (I learned the hard way!). Also be especially careful about that last step. You'll need to add a condition under which it gives up trying to spawn a new entity. You don't want to this cycle going on forever because there are no good places to spawn! :)

Unlike other runtime environments, Java does not deal with multiple installations very well. If a user has Java 7 installed and needs that version available for one of their applications, and you run the Java 8 installer... then you just broke that application. Distribution of the targeted JRE is a much better option at this point.
