comment How can I measure the execution time of some code?
This should be basic ABC for every game coder, since this is needed to write a proper game loop...

comment Map is rendering too slow
@JonathanO one more question - why are calling SDL_UpdateRect(Screen, 0,0,0,0); with every Sprite::Draw()?

I don't know what you did. If you did an instance variable, then indeed it would slow for the first time, then faster. The sensible solution would be to load it only once (for instance in a global variable).

For instance. I don't see where the temp variable is declared, so maybe you are already doing that. As for c_str()... just search C++ c_str() for an example, ok? :)

revised Is there a collection of images (GUI - interface) program or web page available for programmers / developers games?
Explained that the question is about images, not GUI libraries

We can recommend lots of them. Every framework or engine has at least a few fans :)

I've also seen SFML successfully integrated with with wxWidgets (not only Qt). The code is open-source, readable and very pleasant, if you have a problem you can easily look into SFML's code if you don't find an answer on the web. It's also possible to integrate your own shaders or post-process effects if you need to (since you can use low-level OpenGL calls without breaking anything).

comment Rendering scaled-down card images
Ok, I'm not really the best person to be judging images, but... aren't those SVGs just too detailed, too full of fancy small lines, for being rendered at a small scale?

There are also multiple methods of downsizing a PNG; which one are you using?

What do you mean by "more precise"? Coordinates within a tile? How would such coordinates look like?

comment OpenGL: Where shoud I place shaders?
You can also implement hot-reload on shader files - allowing you to debug changes without relaunching the game. Productivity++
