Guild Wars 2 avoids this by scaling the players to the level of the given Content, e.g. to level 80 for PvP, to the level of the dungeon for dungeons. So the first dungeon that you can do at level 30 is still a dungeon that would be worthwhile to do even if you are level 80, etc. This would work fine even without level cap.

No, if you feed the same input into the simulation then you don't have to transfer any data computed by it since the result will be the same on all computers.

"You can't really sync the whole simulation..." yes you can. In the same way as any RTS game is synced, by making sure all inputs to the simulation including time are the same.

60 guaranteed logic steps per second is a whole lot, especially for mobile games. Either unlock the timestep, e.g. use delta time, or use less logic steps.

@DMGregory Oh! We could just take the current Position of the Planet instead of the Orbit Center as the starting point. When we are close that is much closer, if we are far away it doesn't matter.
