You can set the number of channels (default 8), and Sounds only use a channel while they are playing. The channels are non-guaranteed only if you play more sounds at once than the number of channels you have.

Ok, you are using the same pos vector over and over (Emitter.pos). I added a line creating a new vector based on the previous one, but perhaps you have a clone method in PVector which would look nicer.

As Byte56 said you should check combinations instead of permutations, also consider using itertools for more simple code: for a1, a2 in itertools.combinations(self.agents, 2):

The get_rect() of the image (surface) only returns its dimensions, it's always located at (0,0), it's not located anywere. You should use sprite class to keep track of the image position.
