I'm trying to steer clear from "which technology should I use" and more of "what aspects of tool s should I look for to make this easy". What is the rest of the industry doing? Web stacks? I'm trying to create the interface below:

I'm looking into the industry standard for creating UI layouts such as this for games. (It doesn't necessarily need to be drawn with OpenGL, DirectX or some other multimedia API)

More or less the layout engine - WinForms is highly unsuitable for this. There must be some kind of standard on how these are implemented? –  Vaughan Hilts May 2 '13 at 1:50

I am not entirely sure, but I think every game has it's own way of doing these things. There are thousands of different ways to build this kind of an interface. I would just use the same system to render this as you do for everything else in the game. –  Justin May 2 '13 at 3:28
    
Use something that'll be compatible with your back end setup. HTML5 is popular these days. But really, it'll be whatever you're comfortable using. –  Byte56 May 2 '13 at 11:25
