I'm ready to start a video game for Windows and I don't know where to start. Where should I start? What programs should I use? I'm not asking for anybody to code for me, just where to begin with it.

You should review the FAQ. This SE website is not for questions about how to get started making a game. (It's actually the first example under "what should I not ask?") – Cameron Fredman Feb 23 at 17:45

I would recommend Game Maker or Unity 3D if you are beginning to create games.

In about 10 mins I worked out how to make a platform game in game maker and in half a hour I had made a simple first person horror game in unity.

I hope this helps, welcome to the world of making games.

Please refrain from posting an answer to such a broad question without any clear indiciation of what the OP needs. Throwing numbers like "10 minutes" and "30 minutes" are also not fair representations of the tool - you cannot make "first person horror game" with any merit in 30 minutes in Unity (especially not your first go.) – Vaughan Hilts Feb 24 at 0:20
