The original picture is made with photoshop, but what about the animation? Which program is used to make it?

I fail to see how this would be useful information. If there's an effect you'd like to reproduce or a feature you want to implement ask about that. How League of Legends did it can only be answered by someone directly involved in the creation of that login screen. Additionally, you should provide examples of any effects you'd like to reproduce since people may not be familiar with a particular game. – Byte56 Sep 10 '12 at 23:33

It's likely just broken up into multiple parts and then attached to a skeleton that's animated or something like that.
