This question has been asked before and already has an answer. If those answers do not fully address your question, please ask a new question.

Your question might get closed as a duplicate (there are a lot of these questions), but you might feel most comfortable starting with XNA. It's free from Microsoft, and you can program in C# or VB .NET, using Visual Studio (of course).

You can build Windows games for free. For $99/year, you can also deploy games to Windows Phone 7 devices and Xbox 360 (Xbox Live Indie Games). That last one is a big deal: No other major consoles officially allow hobby development.

They have a ton of educational resources on the site. I'm starting to learn it right now, and it's a great place to start. There are a ton of XNA questions on here too, so this seems like a good place to get help.
